Government of Indonesia recently issued new regulation on electricity, namely Ministerial Decree (Permen ESDM No 10, 11 and 12/ 2017), covering updates on gas, LNG, renewable energy and key points in power purchase agreement (PPA).

Minister of Energy and Mineral Resources, Ignasius Jonan has issued new Ministerial Regulation No 8/ 2017 on oil and gas production sharing contract (PSC) based on gross split scheme to replace the previous cost recovery scheme. By applying the gross split scheme, the government will no longer cover the operating expenses of oil and gas contractors, thus releasing financial pressure on the state budget. Last year, for instance, the cost recovery limit was initially set at USD 8.4 Billion, but then it ended up to USD 11.4 Billion.
Minister Ignasius Jonan said that by applying the gross split scheme, upstream oil and gas projects are expected to be more efficient as contractors will be free to determine the technology and the most efficient operation. Bureaucratic procedure will also be much more simplified. All of these are expected to attract more investment into the upstream sector. According to the new regulation, the base split from oil for the government is set at 57 %, and 43 % for the contractor, while government’s base split from gas is 52 % and 48 % for the contractor.
The 1st PSC block being applied of the Gross Split scheme is the Offshore North West Java (ONWJ) with the signing by the government on 18 January 2017, assigning the entire contract to the block’s previous operator PT Pertamina Hulu Energi ONWJ (PHE ONWJ), subsidiary of state-owned oil and gas firm PT Pertamina (Persero).

PT Indonesia Asahan Aluminium (Inalum) since November last year officially becomes the holding company of state-owned mining company in Indonesia (Holding Industri Pertambangan) with PT Aneka Tambang, PT Bukit Asam and PT Timah becoming its subsidiaries. Furthermore, this holding company will take over the divestment of PT Freeport Indonesia shares. Until now, the negotiation is still in the process and it is estimated that by increasing the assets of Holding SOE Mining Industry, will be able to absorb the acquisition value of PT Freeport Indonesia.
This Energy Dinner Talk that will be held in Jakarta on 31 January 2018 will feature Bpk Budi Gunadi Sadikin as the CEO of PT Inalum to share insights of this newly set up holding and for stakeholders in oil and gas to understand it as the benchmark for the Holding BUMN Migas of Pertamina and PGN that will be completed by Q1 2018.
